Like maybe (The player) received a book from The Bureau, which have stories about 56 cold cases. After reading about it while heading back to Grimbourgh, (The player)'s plane got zapped by a lighting bolt and got trapped into the Belenda Triangle. (He/She) woke up after the crash and found out he/she's in the 1700s cause the storm cause him/her to travel back into the 1700s. So the player has to solve the 56 cold cases in order to return back to the 2000s.

It seems that the main idea is to fight against corruption within the police forces. So there wont be SOMBRA or terrorist organisation, but a network of corrupted policemen. I assume that there can be some secret organisation like freemasons etc. that is connected to these corrupted officers.
That may just be for New Haven
The Chief said that fighting the corruption on the police force was the entire reason the team was put together, so I'd guess it'll last the entire season and not just New Haven.
Some CPD officers are corrupt
